Jose M. Talavera-Toso III Jose M. Talavera-Toso-III was born in Lima, Peru on April 27, 1948 and emigrated to the US at age 13. In 1965, at age 17, he volunteered for the US Army and served for three tours of duty in Vietnam as well as service in the Dominican Republic. He was highly-decorated: Awarded a Bronze Star with Valor, Combat Infantryman, Air Medal and 3 Purple Hearts. He was proud to have earned his citizenship through his service to the United States. In 1972, Jose began a long service with the US Census Bureau. He met Dorothy Robbins of Delanco who was also in government service when both of them were working for the White House. He married her in 1973. Jose also worked long and hard for services to homeless veterans, likely because of his own long-term effects of PTSD and Agent Orange. His family moved to the Robbins family riverbank home in Delanco in 2004. Jose died of the long-term effects of Agent Orange on December 6, 2013. He is buried in Brigadier General William C.
